HONGKONG. 18th December, 1914.

I have the honour to refer for your ruling the enclosed correspondence regarding the payment of full pay of the office of Private Secretary to lir. A. G. H. Fletcher in addition to the half pay of his substantive office and the half pay of the Treasurership in which post he was acting at the time.

Mr. Fletcher acted as Private Secretary to the Officer Administering the Government while I was on leave at the

end of last year.

The view expressed in Mr. Severn's minute of the 16th of April shows that there are precedents for the Private Secretary when an officer of the Civil Service drawing the full pay of the post in addition to whatever pay he may be drawing; as an officer of the Civil Service and that minute was written with my concurrence and coincides with the view hitherto held in the Colony

I may mention that at the present time lir. E. k. Hallifax, Secretary for Chinese Affairs, is acting as my Private Secretary in addition to performing the duties of his substantive post and that I am permitting him to draw the full pay of the Private Secretaryship. This remuneration I do not consider exces- sive seeing that he has to do by far the greater part of his work as Private Secretary out of office hours and principally at night

time.
